Anti-Dump Functionality (P2)

A common complaint among crypto investors is the vulnerability of those who buy a token on launch to being dumped on by those who managed to secure a presale slot to buy at a discount. The Incubator will allow development teams to reassure early investors by offering a series of temporary measures designed to both limit the ability of presale investors to dump all their tokens close to launch, and reduce the incentive to do so.
